Dear Tabish, putting up for benefit of identification ... this "flower" may not be yet eligible; the flowers open at night as put in FFOS; incidentally last year too, I found these flowers in similar budding stage !!

Since you found the flowers in this state twice, lot of people are likely to see this plant in this stage. I think your pictures are quite good for identification. The name बाघ मूंछ is quite descrïptive. Interestingly leon means lion, but I can't understand what would lion's petals mean?!
We will add open flowers as and when we find them.

My feeling: the petals look like paw of lion.
