FIRST, I am guessing it to be Eschscholzia
If so, would it be caespitosa OR californica ?
(at Dave's Garden and other parts of WWW, found cultivars of californica: Alba, Ivory Castle, White Linen)

I would be highly surprised if this is not Eschscholzia californica 'Ivory Castle'.
